People aged 65 or older.

Generally this refers to people aged 65 years and over. But it could refer to people who are younger, depending on their general health, needs and circumstances.

In section 1.1, older people are people aged 65 years and older. In section 1.2, older people are people aged 50 years and older.

Older people are the largest group of people who use adult social care services. Some councils define people over the age of 50 as 'older', but social care services for older people are usually for people over the age of 65 - unless you have particular needs that make you eligible before this age.
