The process of planning specialist services for people who have rare or complex conditions. These types of treatment - such as chemotherapy, transplants or brain surgery - are not available in every local hospital and have to be provided by specialist teams who have the necessary skills and experience. They are planned nationally and regionally by NHS England, not by local commissioning authorities.
