Socitm Advisory are looking to recruit 2 Programme Managers to provide leadership on high profile programmes in both Birmingham and London.

 

We are well established in the public sector as a consulting organisation with particular strengths in the effective use of technology and in the achievement of benefits through ICT development, business process change and transformation. Following a number of high profile wins leading to significant growth in our portfolio, Socitm Advisory are looking to recruit 2 Programme Managers to support in the delivery of programmes. Given the nature of our work, we are ideally looking to recruit candidates with a proven track record in the local government sector, although high calibre candidates from the wider public sector will be considered.

 

Your primary responsibility will be in the day-to-day management and delivery of multiple projects within a local government environment. You will have ultimate responsibility for ensuring the effective and timely delivery of formal programme and contractual deliverables, performance metrics, progress and governance report, key performance metric review and stakeholder management at the highest level. You will maintain ultimate responsibility for programme budgetary control and management of risks and issues.

 

Projects will consist of a variety of industry specific initiatives including (but not limited to) evolution of line of business applications, development of mobile/digital/cloud based solutions, redesign of ICT strategy including organisational (ICT) design and implementation/upgrade of new products. As a result, it will be essential for you to demonstrate an ability to develop strong and productive relationships with multiple stakeholders at all levels including Heads of Service, Members, Suppliers/Vendors and the Public. You will have a natural ability to be able to identify strategic transformation needs and lead all aspects of planning with pragmatic recommendations.

 

As a strong and confident communicator, you will possess the ability to present critical information and perspectives clearly and convincingly using your personal gravitas to engage others. You will be comfortable in leading by example and as such can demonstrate strong project management skills, will be a natural leader and will confidently manage operational delivery teams.

 

You will be comfortable working with formal project and programme methodologies including Prince 2, Waterfall and Agile.

Day to day responsibilities will include:

  • Management of the programme team to ensure all programme and contractual deliverables are delivered to schedule, budget and quality constraints.

  • Establish and develop key stakeholder relationships (Customer, User, Partner, Supplier) clearly communicating project performance and status.

  • Manage and lead all programme subcontracts, as required, ensuring delivery is in line with programme needs (budget, schedule and quality)

  • Proactively and effectively manage all programme risk – with clear definition of risk description, cause, consequence (cost and schedule impacts) and mitigation plans.

  • Provide strong leadership to the programme teams to resolve matters relating to costs, work schedules, commercial and technical issues.

  • Ownership of programme budgets, correctly managing cost allocation to the appropriate task and associated work package items.

  • Management of all other programme financial targets in support of Revenue, Cash and Margin.

  • Application of Waterfall or SAFe Agile methodologies as appropriate.

  • Provision of regular performance updates and reports for the programme to support internal and external review.

  • Ensuring any applicable Key Performance Indicators (KPIs) targets are achieved and any associated required evidence is clearly recorded and Customer approval obtained.

  • Deputise for the Assignment Director as required

 

Education/Experience:

  • History of work within the local government or the wider Public Sector (outstanding applicants outside of sector may be considered).

  • Proven experience and in-depth knowledge of programme management techniques including project planning, project control, change management, performance reporting, cost control and risk & opportunity management.

  • Experience of leading, working within and contributing to highly collaborative multi-disciplined and multi-functional teams.

  • Ability to work within (and contribute to) a customer facing environment.

  • Project management techniques applicable to projects being executed using Waterfall or Agile methodologies (when applicable) and proven ability to schedule/time phase a portfolio of projects.

  • Have a can-do attitude and deliver solutions to difficult challenges.

  • Self-starter, committed, motivated leader of programmes and people.

  • Demonstrable experience of project/programme management experience gained within large, complex, multiple stakeholder projects.

  • Customer facing experience coupled with excellent communication skills, both written and verbal.

  • Detailed understanding of project management techniques, including cost accounting, progress monitoring, risk and opportunity management and performance reporting.

  • Experience of change and change management programmes

  • Proactive execution management and strong schedule adherence

  • Technical / Business degree preferred but not essential
